AND IF YOU ARE NOT SURE WHAT TO SAY ... HERE IS A LETTER FROM AMA
CHAIRMAN,
DAL SMILIE, TO GIVE YOU INSPIRATION:

Representative Betsy Hands
Montana House of Representatives
P. O. Box 200400
Helena, MT 59620-0400

Re: LC 1683

Honorable Representative Hands:

I see that you have requested that a mandatory motorcycle helmet law be
drafted. I'd sure hope that you not introduce or support such a bill.

I am the national Chairman of the American Motorcyclist Association and
Chairman of the Montana Motorcycle Safety Advisory Committee. Both
entities
support the voluntary use of motorcycle helmets by adults. Neither is
for
mandatory equipment or lifestyle related restrictive law.

Montana has 40,000 or more motorcyclists counting both on and off-road
riders. Family members, occasional riders and ATV riders may make that
a
larger number. Many of those riders wear helmets but most are very
opposed
to mandatory restrictions on lifestyle choices for adults.

Many of us believe that safety training for auto drivers and motorcycle
riders is much better than making restrictive legislation. Montana has
a
fine program run by MSUN, the Montana Motorcycle Rider Safety Program.
It
has now trained a number of riders equal to about one-third or more of
the
riders in the state.

That program is eligible to receive federal highway safety money from
the
Office of Highway Safety at MDOT. Motorcycle safety is one of the top
five
priorities set by the federal government. MDOT refuses to grant any of
those
dollars to the Montana Motorcycle Safety Program even though
non-priority
programs are funded.

A very positive, pro motorcycle rider, legislative effort would be to
require that MDOT utilize federal 402 A funds to assist the Montana
Motorcycle Rider Safety Program unless that program affirms that it
does not
have an unmet need. Such legislation was proposed some years ago but
the,
then, director of MDOT promised to make these funds available (he did
not
keep that promise).

Motorcyclists really do not want restrictive lifestyle legislation.
Many are
Democrats and it would be a shame if one of the things that Democrats
accomplished with the new majority is to limit the personal freedom of
Montana motorcyclists. Motorcyclists have been legislatively very
active in
the past when faced with restrictive legislation and I know they are
becoming concerned about this bill as they learn about it.

It is my belief that adults should be able to make their own choices.
If
others don't approve of those choices for safety or other reasons it
ought
to be up to the adult to choose how they want to live. Some
motorcyclists
don't want to wear helmets just as some horsemen don't want to wear
helmets,
it ought to be their choice. The choice to not wear a helmet does not
cause
injury to any other person.

The failure to wear a helmet does not cause an accident. Activities
like
cell phone use by auto drivers actually causes accidents, often it
causes
injury to pedestrians, bicyclists and motorcyclists. Added attention to
limiting those sorts of activity could save the most lives.

Auto driver's inattentiveness causes most motorcycle accidents. Often
drivers causing these accidents receive very little penalty. Many
states are
enacting legislation creating greater penalties for these right-of-way
infractions. That type of legislation would gain the support of
Montana's
motorcyclists and would likely save more lives.

In closing, please do not introduce a bill that limits Montanan's
liberty.
Such a bill will cause so much dissention and bad will. We would love
to
work with you on positive bills that can really help Montana's
motorcycle
riders and gain our support.

Sincerely,

Dal Smilie, Chairman
American Motorcyclist Association
410 Hayes Ave Helena, MT 59601

ABATE is NOT a club!

A.B.A.T.E. Northwest # 69, A Brotherhood Aiming Toward Education, is a non-profit motorcyclists rights organization, dedicated to preserving individual motorcycle freedoms and promoting safety for all motorcyclist.  We do not condone or tolerate any form of illegal activities nor do we support others who do so.  A.B.A.T.E. Chapter 69 lobbies for legislation protecting the rights of anyone on 2 or 3 wheels, and discourages our legislators against bills/laws that are counter productive to the motorcycle community.  A.B.A.T.E. holds safety seminars and training throughout the year, and supports other local motorcycle events and fundraisers as well as other ABATE Chapters. Some of the events we sponsor is the Christmas toy run, which generates toys for needy families; Chili Cook-off and Auction, donations from local business support this fundraising effort; Waynoka Snake Hunt, an annual event that draws approximately 800 motorcyclists to the ABATE NW # 69 bike rodeo held at Waynoka Rodeo Grounds; and two annual overnight poker runs. We donate regularly to the American Red Cross, Waynoka Emergency Service, Waynoka Saddle Club, Oklahoma Special Olympics, Woodward Food Pantry, sponsored a local youth soccer team, Christian Motorcycle Association for missionary work, and the Vietnam Vets Motorcycle Club Chapter H to help with a veterans fund at Clinton Veterans Hospital. Mooreland Nursing Home.

A.B.A.T.E. of Oklahoma Charter Goals
  1. To initiate, endorse, and sponsor educational programs, rider safety, public awareness, affirmative legislative action, and individual freedoms and rights.
  2. To create and promote a positive public image of motorcyclist and motorcycle groups, to dispel and disprove media hype, unfounded propaganda and the "Hollywood Image"
  3. To encourage goodwill and mutual understanding among motorcyclists, law enforcement personnel and the general public.
  4. To benefit the less fortunate (among out group or outside) through organized activities-such as blood drives, toy runs, general donations, other fund raising activities, and coordinated events sponsored by other approved organizations whether or not related.
  5. To serve as an information source pertaining to current laws, pending legislation, personal rights, political inclinations of elected officials and their constituents, ABATE lobbying and endorsements and voter awareness.
  6. To act as a central responsive agency to devise and coordinate recreational, legislative, educational, and charitable activities.

Hello Sixty-Niners:

We had 36 people present at the last meeting, two of which were guests.  The meeting was held at the Saddle Club in Waynoka on March 8th.  A last minute decision was made to meet in Woodward and ride over together as a group - 18 bikes participated.  Details below on how you can be notified on last minutes runs.

Due to the Easter holiday falling on the second Sunday in April.  Our next meeting will be held on Sunday, April 5, 2009, 2:00 pm at The Saddle Club located in downtown Waynoka, OK.  Discussion regarding the upcoming Snake Hunt and Motorcycle Rodeo will be a main priority at this meeting.  This is our next big event and need all the suggestions and help we can get.  This will be our last meeting before snake hunt weekend.

At our last meeting we made a very special presentation.  Garry Canaday from ABATE State and Captain Abate from NW69 had the honor of presenting Joshua Coffey with an ABATE NW 69 membership card reflecting the membership number of his late father Darrell “Rooster” Coffey.  We are proud to have you as a member Joshua!

There is a correction on the Runs & Rallies Calendar that was sent out last month.  The VNV Drags in Sharon are on May 8,9,10.  Sorry for any confusion.  Also, the ICEBREAKER Poker Run in Enid that was scheduled for 3-28 has been moved to 4-5 due to the snow storm.

Be sure to check out the NW 69 Chili Cookoff article and pictures by Garry Canaday in the April State Newsletter.  I think our President (aka “Cookie Monster”) may have just been given his official nickname!  The picture shows it all as Bob gets a cookie in the face that was auctioned off and purchased by Duana, owner of Buddie’s.  You can also see the great modeling talents of our State Rep AJ “Jester” with the red lace lingerie precisely draped around his neck as it is auctioned off.

Shooter has been working on getting our website back up and running and is making good progress!  Thanks for taking on that project Shooter!

If anyone is interested in getting notified about those last minute NW 69 rides or runs, most of which are sent out via email or text.  Send an email to myself at abate-nw69-secretary@live.com and please request to be added to the notification list or text to 580-216-2276.  Also, please provide your name so I know who to attach the email address or text phone number to – Thanks!

Help Needed:  We had a Pink Youth Large T-Shirt ordered from the Chili Cookoff with the name of “Amanda” but no phone number is listed to call.  That shirt has arrived and is ready to be picked up.  We still have some items that are out of stock.  So if you ordered and we have not called you State has placed an order for the items and as soon as we get them you will be called.

DON’T FORGET……..APRIL 18TH = ABATE Motorcycle Rodeo & Waynoka Snake Hunt!

Have a GREAT APRIL and as always – RIDE SAFELY!

Hello all,

Our original helmet poll had some problems, like not letting anyone
from AOL vote, or anyone that was using a proxy server or behind a
firewall, etc. We have a new one up now so please go and vote. You
can leave comments too, but they are not automatically displayed.
I'll make a separate page for that as soon as I can.

If you have any problems voting please use the "Contact Us" link on
the left hand menu of our site to let me know.

The poll is at

It's on the front page, if you don't see it just scroll down a little.

Thanks,

OK guys, and Gals. "Precious", our Legislative Coordinator has just
given me
the word to turn the out of staters loose on the WV House Roads &
Transportation Committee. You know the drill. It's the Tourism issue
for you
guys. All of you are just chomping at the bits to come ride the best
roads
east of the Mississippi, and spend your money here. That is as soon as
you
have the choice of what safety equipment you wear. Ask them to please
support HB-2834, The Riders Choice Bill.

Address them as Dear Delegate.

Be sure to tell them what State, & Town you live in. They do count that
information when considering tourism issues. Be nice, Most of these
people
are our friends. Some just need a push. Like having their e-mail boxes
clogged with bikers wanting to Ride Free in WV.

Don't forget to pass this along to everyone you can.

Virginia

ATTENTION FELLOW FREEDOM FIGHTERS...

An Assembly Brief from the Virginian-Pilot (1/27/07):

"Efforts to repeal a state law requiring motorcycle riders to wear
helmets
[in Virginia] are taking a new twist this year. Rather than take the
helmet
law off the books, opponents are trying to water it down.

HB2585 would allow bikers to forgo helmets on state scenic highways. On
all
other roads, police would be banned from stopping bikers for not
wearing
helmets.

They could only cite a cyclist for not wearing a helmet if he or she
was
stopped for another driving offense, such as speeding.

HB3077 would reduce the maximum $250 penalty for driving without a
helmet to
$25 and make it a civil offense that does not assess demerit points
against
the cyclist's driving record."

VIRGINIA FREEDOM RIDERS ISSUE NATIONWIDE CALL TO ACTION...

Subject: Call to action for all states!

Virginia is requesting your out of state help with HB 2585 (Allows
riders
the choice of whether or not to wear a helmet on roads designated
Virginia
Scenic Byways). Full text of the bill can be found here:

http://leg1.state.va.us/cgi-bin/legp504.exe?071+ful+HB2585

You can view maps of the highways designated as byways at:

[

]

Please write our Delegates and let them know that you would spend your
tourism in Virginia if allowed to choose whether or not to wear a
helmet on
Virginia's beautiful scenic Byways. As always, please be courteous - we
are
looking pretty good on this bill, but feel the extra incentive of
tourism
dollars will be beneficial.

Memorial Day Ride

Today was a great ride, the weather was perfect, traffic was light and we had no idea where we would be going.  There were about 20 of us blindly following Captain Abate.  All we knew is that we were going to enjoy the ride and remember our brothers who are no longer with us.  We started out from Jackson's place a little after 1pm, and rode to the Woodward Cemetery to visit Boham's grave site.   Alan talked about Boham's grin and others joined in with stories from the past.

We saddled up and took a quiet ride around town and headed to Vici.  Some got gas, some got refreshments, while the rest of us watched Dale eat.  We rode out to Sawaya's place and visited with her, Brit & Braxton for a while then rode out to Harmon to Jeff's grave.  Again, there were stories and good remembrances.  We toasted our brother and someone "snuck" him a smoke (I remember Jeff once told us that if he wanted his wife to know he smoked every now and then...he would tell her!).

The day way warming up and Abate led us through some beautiful country to Rooster's grave in Gage.  We enjoyed hearing of the story of Rooster's "Special" eye, and how he always seemed to have a few extra things on his scoot (usually bungied or taped down).  We then rode out to visit with Dorothy for a while.  She really has their place looking good.

Alan then led us due north to May and then over to Ft. Supply, where we fueled up, beveraged-up, and made a run for the restroom.  We rode out to the lake where we talked and enjoyed each other's company.

The ride home was perfect, and as we got closer to Woodward, some split off to go their own way while the rest stopped off at the local watering hole.  I'm sure everyone on the ride enjoyed it as much as I did and Capt. Abate did a great job of making the ride peaceful and relaxing, all the while wishing our brothers were riding next to us.  The few tears that trickled here and there were reminders that ya never know what life's gonna bring us and to remember those before us who will live forever in our hearts.
